Contribution Tables according to Material

What is the contribution rate per material?

If your company or organization is subject to the Act, you must submit a Company Report to ÉEQ to establish your contribution for a given year. The amount of the contribution is determined according to the rate applied to each category of materials (as indicated in the contribution table), multiplied by the quantity (in kilograms) of materials generated. Credit for Post-Consumer Recycled Content

In the 2009 Schedule of Contributions, ÉEQ implemented an innovative fee process: a credit for companies that set themselves apart with the use of specific thresholds of recycled content in their printed matter. Companies appreciate this initiative, as their best practices are now specifically recognized in the Schedule of Contributions.

Interest and penalties

Unless you are a low-volume producer, contributions must be paid in one or two instalments in accordance with a payment calendar defined in the Schedule of ContributionsÉEQ’s Schedule of Contributions enables companies to determine whether they are subject to the Act, understand the breadth of their obligations and determine the amount of their contribution. Developed using a formula based on studies and verifiable data, the Schedule is established according to type of material and quantities generated during a given year and in consideration of environmental criteria. Framed by thoroughly developed rules, each Schedule is presented to companies for consultation before being sent to the government for approval as required by the Act.

In the interest of fairness to all companies who meet payment deadlines and to enable ÉEQ to turn over the payable contribution to RECYC-QUÉBEC within prescribed timelines, late-paying companies are charged interest and administration fees over and above the amount due. All contributions due and unpaid to ÉEQ at the deadline will incur interest at the rate set in Article 28 of the Financial Administration Act (c. A-6.002). Calculated on a daily basis at the above rate, the interest is charged on the unpaid contribution starting on the date it is due until full payment is received.

In addition to that interest, targeted companies that did not pay the required contribution within 90 days of the due date stipulated in the Schedule of ContributionsÉEQ’s Schedule of Contributions enables companies to determine whether they are subject to the Act, understand the breadth of their obligations and determine the amount of their contribution. Developed using a formula based on studies and verifiable data, the Schedule is established according to type of material and quantities generated during a given year and in consideration of environmental criteria. Framed by thoroughly developed rules, each Schedule is presented to companies for consultation before being sent to the government for approval as required by the Act.

will also be charged an administrative fee equal to 10% of the payable contribution. That amount compensates administrative expenses incurred by ÉEQ to handle the issue.

In the event that ÉEQ is forced to launch legal action to recover amounts due, a penalty equal to 20% of the payable contribution will also be applied.
