UPDATE ON THE DRAFT AMENDMENT TO THE REGULATION RESPECTING COMPENSATION FOR MUNICIPAL SERVICES PROVIDED TO RECOVER AND RECLAIM RESIDUAL MATERIALS
The Ministère du développement durable, de l'Environnement, de la Faune et des Parcs has postponed the publication of the draft amendment to the Regulation respecting compensation for municipal curbside recycling services, initially expected in May 2013, by end of summer 2013 in order to conduct a more in-depth analysis of certain issues. The draft amendment primarily deals with the issue of other materials, also known as orphan materials, placed in recycling bins in amounts now reaching 15% of total materials, and originally provided for those costs to be shared.
Impact on the 2013 Schedule of Contributions
The 2013 Schedule of Contributions adopted by ÉEQ's Board of Directors and submitted to RECYC-QUÉBEC in December 2012 will need to be changed by the government following the publication of the amendment to the regulation. As the coming into effect of the 2013 Schedule of Contributions will be postponed, the reporting period will also be pushed back.
