Special Terms for Low-Volume Producers

The Environment Quality Act does not set out conditions for payment exemption. However, Éco Entreprises Québec may make such allowances when developing its schedule of contributions or implement special procedures for particular clienteles.

The 2007 Schedule of Contributions provides a payment exemption for small companies and organizations as well as two levels of flat fees while the 2005 and 2006 Schedules of Contributions contained no payment exemptions and offered a single flat fee. See below for more information on the schedule of contributions of your choice.

 

 2007 Schedule of Contributions

Consult the ''Low Volume Producer : exempt from payment and flat rate'' table in order to help you determine your level of contribution.

Payment Exception

With regard to the 2007 Schedule of Contributions, your company or organization is exempt from making a contribution if you meet at least one of the following three criteria :

  • During the reference year, you marketed one or more designated materials totalling 1 metric tonne or less; or
  • Your revenues, income or sales in Quebec for the same period were $1 million or less; or
  • You have a single retail outlet and do not operate under franchise, as part of a chain or under a banner.

If you meet one of these criteria, you needn’t file a Company Report for 2007. If you submitted a Company Report as a low-volume producer in obligation years 2005 or 2006, please contact ÉEQ’s Customer Service to advise them about your status and update the reporting system.

Flat Fees

The 2007 Schedule of Contributions provides two levels of flat fees applicable according to the quantities of materials generated. Therefore, if during 2007 you marketed one or more materials weighing a total of 5 metric tonnes or less, you are eligible for one the following flat fees :

  • >1 m.t. to = 2.5 m.t. : flat fee of $150
  • >2.5 m.t. to = 5 m.t. : flat fee of $300

You may opt for one of these flat fees immediately upon registration without going through the reporting process, which entails calculating and entering all materials data, and pay either online through ÉEQ's secure payment link or by cheque sent to their offices.
 

If you already know the exact quantities generated, you may choose to complete a Company Report on ÉEQ’s interactive reporting system and pay the corresponding amount up to a maximum of $300.




 2005 and 2006 Schedules of Contributions
 
With regard to the 2005 and 2006 Schedules of Contributions, your company or organization is considered a low-volume producer if you meet at least one of the following criteria:
  • During the reference year, your company marketed one or more designated materials with a combined weight of less than ten (10) tonnes; or
  • Your revenues, income or sales in Quebec during the same period amount to less than $1.5 million.

If you meet one of these criteria, you are eligible for the $280 flat fee for obligation years 2005 and 2006.

You may opt for this flat fee immediately upon registration without going through the reporting process, which entails calculating and entering all materials data, and pay either online through ÉEQ's secure payment link or by cheque sent to their offices. Please note that the deadline for paying contributions in these obligation years was July 13, 2007, and thereafter interest charges are applicable. In addition, penalties will also be assessed as of January 1, 2008, to cover collections costs.

You may also choose to file a report on the online interactive system and pay your contribution by credit card through our secure online payment system. Therefore, if you know how much was generated, you may pay the corresponding contribution up to a maximum of $280 by entering actual data on the materials generated, or simply pay the flat fee.
