Schedule of Contributions update 2010-07-12
The Schedule of Contributions helps companies determine whether they are obligated, understand the scope of their obligations and determine the amount of contribution to pay according to the rules and the contribution grid established for each category of designated materials targeted by the compensation plan. To come into effect, the Schedule of Contributions must be approved by Quebec’s Ministère du Développement durable, de l’Environnement et des Parcs (MDDEP) and be published in the Gazette officielle du Québec. The Schedule of Contributions contains a grid that allocates the annual compensation amount due in a major category of materials (for example, ''containers and packaging'') among the various materials designated it includes (for example, glass, metal, plastic, carton, etc.).
In its role as financing organization certified by RECYC-QUÉBEC, Éco Entreprises Québec is responsible for developing a schedule of contributions for the ''containers and packaging'' and ''printed matter'' categories and submitting it to the Government of Quebec for approval.

2005 and 2006 Schedules of Contributions
On June 22, 2007, ÉEQ's Board of Directors adopted the 2005-2006 Schedule of Contributions that determined the contributions payable by companies and organizations marketing containers and packaging in Quebec. The document was then forwarded to RECYC-QUÉBEC for analysis and recommendation to the government. In accordance with the Act, the Schedule of Contributions was approved by the government and published in the Gazette officielle du Québec on February 28, 2007 under decree 136-2007. The 2005-2006 Schedule of Contributions became effective on March 15, 2007, i.e. fifteen days after its publication.

2005 and 2006 Rules Governing the Fee Schedule Relating to the ''Containers and Packaging'' and ''Printed Matter Categories'' defines which companies are subject to the Act and those that are exempt as well as designated materials and those that are excluded. The document also lays down fee rates applicable to various designated materials and defines administrative procedures for contribution payment.
The companion document to the above is the Methodology for Fee Development, which describes the thought process that went into developing ÉEQ's contribution grid. The principles, calculation method and scenarios leading up to the final 2005-2006 Schedule of Contributions are included.
Final adjustments to the 2005-2006 Schedule of Contributions were made following the May 2006 consultation meetings on the schedule of contributions and comments received from concerned companies and organizations. These events and adjustments are presented in the Report on Communications and Company Consultations.
