ÉEQ holds special consultations on the methodology used to develop each schedule of contributions. Companies and organizations subject to the compensation plan are invited to comment on the decisions and orientations taken for the development of the rules governing the Schedule of Contributions and the contribution grid. CONSULTATION FOR THE 2010, 2011 AND 2012 SCHEDULES OF CONTRIBUTIONS


The 5th edition of ÉEQ consultation meetings attracted over 200 participants again this year, on October 17th at the Loews Hôtel Le Concorde in Québec City, on October 25th at the Palais des Congrès de Montréal, with simultaneous audio-broadcast and on October 27th at the Fairmount Royal York in Toronto.

A number of company representatives attending in person and online asked questions and shared their comments. ÉEQ is very pleased with participation rates and will thoroughly study all concerns expressed by participants. A report on this consultation will be submitted to the government as well as published on this page and made available to companies.

The meetings covered the following major points:
  • Impact of regulatory amendments on the compensation plan and contribution schedules
  • Risks and issues relating to the three next contribution schedules with regard to how the net costs of municipal curbside recycling programs are calculated
  • Contribution tables for 2010, 2011 and 2012 and terms for staggering out payments
  • Actions taken by ÉEQ to extend its influence over the optimization of the curbside recycling system
  • Opportunities to provide companies with guidance in selecting their containers, packaging and printed matter

  Consultation on the 2009 Schedule of Contributions  | November 2010
 

Consultation meetings on the 2009 Schedule of Contributions were held on November 3, 5 and 11, 2010, in Québec City, Montréal and Toronto. More than 200 representatives participated either in person or online via simultaneous audio-broadcast on November 5. The latest features of the Schedule of Contributions were presented, particularly those relating to printed matter with recycled content. Companies and organizations submited their comments by filling out the Questionnaire on the 2009 Schedule of Contributions. All comments will be included in the Report on Consultations submitted to the Ministère du Développement durable, de l'Environnement et des Parcs as complementary information to the 2009 Schedule of Contributions.

A meeting is always held in Ontario in order to reach the primary contacts of large companies who generate materials intended for Quebec consumers.

Since the meetings were held before the agreement on net costs was signed, they essentially provided companies with information on the compensation plan and gave them an opportunity to comment on the 2007 and 2008 Schedule of Contributions. The draft 2007 and 2008 contribution grids submitted to companies at that time were expected to cover both obligation years, i.e. 2007 and 2008.

The 2007 fee grid as well as the latest adjustments to the Schedule of Contributions, as adopted by the Board of Directors on December 12, 2009, were presented at an audio broadcast held on December 17, 2008. See the related documents below.
