The compensation plan requires financing organizations certified by RECYC-QUÉBEC, such as ÉEQ, to pay an annual compensation to municipalities for the services the latter provide to reclaim and recover certain categories of designated materials (''containers and packaging'', ''printed matter'' and ''written media'').
In November 2004, in keeping with the Environment Quality Act, the government of Québec adopted a regulation instituting a new compensation plan to benefit municipalities.
The process was set in motion when that regulation, i.e. the
Regulation respecting compensation for municipal services provided to recover and reclaim residual materials
came into force on March 1, 2005. As of that date, companies and organizations targeted by the regulation became responsible for financing 50% of the net costs of municipal curbside recycling programs, which gave practical expression to the principle of extended producer responsibility. The level of company contributions is set out in a schedule of contributions that is drafted by financing organizations and approved by the government of Québec.
The net costs are determined by agreement between the municipal groups and funding organisms.
