Stages in the Application of the Plan


The coming into force of the compensation plan in March 2005 set into motion the procedure leading to the adoption of the first schedule of contributions. This process is repeated for each subsequent schedule of contributions.



1. Agreements concluded with municipal associations and RECYC-QUÉBEC :

  • Net costs of municipal services for recycling and reclamation of ''containers and packaging'', ''printed matter'' and ''written media'' are agreed upon between financing organizations and municipal associations;
  • Criteria to be applied for the distribution of the annual compensation are agreed upon between financing organizations and municipal associations;
  • Payment terms to be applied to the annual compensation are agreed upon between RECYC-QUÉBEC and financing organizations.

 

2. Development of the schedule of contributions :

Financing organizations develop schedules of contributions to determine the fees targeted companies are required to pay; the Government of Québec reviews and approves each schedule of contributions, which is then published in the Gazette officielle du Québec.

It should be noted that, for each subsequent obligation year, these steps are repeated with a view to having the corresponding schedule of contributions adopted.

  • 2007 Schedule of contributions : ÉEQ adopted the 2007 Schedule of Contributions in December 2008, which RECYC-QUÉBEC recommended for adoption by the Government. It is now under study and its publication in the Gazette officielle du Québec is expected in the spring of 2009.
  • 2005 and 2006 Rules governing the Schedules of Contributions : In June 2006, ÉEQ adopted the Rules Governing the Application of the 2005 and 2006 Schedules of Contributions. These were submitted to RECYC-QUÉBEC for adoption by its own Board of Directors in July 2006 and subsequently forwarded to the Government of Quebec. They were published in the Gazette officielle du Québec on February 28, 2007, under decree number 136-2007.

Thus, companies and organizations who market in Quebec materials designated by the regulation (''containers and packaging'', ''printed matter'' and ''written media'', ) have become partners in financing curbside recycling. Please note that Éco Entreprises Québec does not represent companies who market ''written media'' in Quebec.
