About Us

Éco Entreprises Québec (ÉEQ) is a private non-profit organization, founded in 2003 and certified in June 2005, to represent companies that market "containers and packaging" and "printed" material in Québec targeted by the amendment of the Environment Quality Act (EQA).

 To know +

Environment Quality Act establishes a legal obligation for target companies to financially compensate municipalities for up to 50% of net costs of the curbside recycling programs.

You may consult the website of the Ministère du Développement durable, de l’Environnement et des Parcs for information on the Compensation Plan, i.e. the Régime de compensation pour les services municipaux fournis en vue d'assurer la récupération et la valorisation de matières résiduelles (French only), as well as confirm ÉEQ’s certification.

 Mission and Values

ÉEQ's mission is to represent targeted companies with regard to their obligation to finance their share of the net costs of efficient and effective municipal curbside recycling in a sustainable development perspective.

To reach this goal, ÉEQ establishes an equitable schedule of contributions to ensure the financing of the program.

Finally, in partnership with municipalities and RECYC-QUÉBEC, ÉEQ promotes the increase of recovered materials at the best possible cost through curbside recycling.

ÉEQ believes in:

  • Sharing knowledge based on facts;
  • Innovated approaches;
  • The necessity to protect the environment in a sustainable development framework;
  • The collective responsibility that implies everyone's commitment.

ÉEQ was given the following responsibilities:

  • Negotiate with recognized municipal associations the total net costs of curbside recycling for each class of materials.
  • Negotiate with municipal groupings the criteria for distributing compensation to municipalities.
  • Conclude an agreement with RECYC-QUÉBEC on compensation payment terms.
  • Develop a draft schedule of contributions and submit it to targeted companies and organizations in the framework of a consultative process.
  • Adopt schedule of contributions (and any applicable exemptions) and have it approved by the government.
  • Collect sums due from targeted companies and organizations and deposit them in trust with RECYC-QUÉBEC for payment to municipalities.
ÉEQ is committed to fulfilling its partnership mission with FAIRNESS, INTEGRITY, THOROUGHNESS and TRANSPARENCY.
