Voluntary Contributor
The voluntary contributor concept allows a company whose domicile or establishment is outside Quebec and who owns a brand, a name or a distinguishing guise for one or more products or services intended for Quebec consumers to voluntarily contribute for and in the name of suppliers in the province.
Voluntary contributors may only act to fulfill obligations that, according to the schedule of contributions, would be the responsibility of the first supplier with regard to their products or their printed matter, and therefore may not act to fulfill the obligations of other targeted persons.
In cases where the voluntary contributor fails to respect the terms of the agreement, obligations that were originally the responsibility of first suppliers revert to the latter once again.

Third party | agreement conditions
A third party may be recognized as a voluntary contributor after having concluded an agreement with ÉEQ that includes the following:
- Commitment to pay contributions due according to the schedule of contributions;
- Commitment to file the required reports;
- Commitment to shoulder the previously described responsibilities for all first suppliers of its products and services in Quebec.
Such a third party who is recognized as a voluntary contributor thus becomes a targeted person with regard to contributions due.

To become a Voluntary Contributor, the following companies have submitted an Agreement to ÉEQ and accepted to fulfill all the obligations previously described. These companies should also inform all their suppliers that reporting and financial responsibilities for designated materials sold and distributed in Quebec will be assumed by them.
