AGREEMENT REACHED ON THE NET COSTS OF CURBSIDE RECYCLING
Approval process of ÉEQ's 2008 Schedule of Contributions is underway


 

Montréal, March 16, 2010 – The Agreement on the 2008 net costs of curbside recycling has been signed by all parties, i.e. the Fédération Québécoise des Municipalités, the Union des municipalités du Québec, the Conseil d'agglomération de Montréal, Éco Entreprises Québec (ÉEQ) and RECYC-QUÉBEC. All signatories agreed that the net costs of curbside recycling subject to compensation for 2008 total $124 million, of which $49.6 million will be paid by ÉEQ to RECYC-QUÉBEC, who is responsible for distributing the funds to municipal organizations.

Once the Agreement was signed, ÉEQ set the overall total of the 2008 Schedule of Contributions at $53.4 million, which includes the $49.6 million mentioned above plus the organization's management and administration fees, working capital for 2009 and various programs, projects and studies in which ÉEQ participates. The 2008 Schedule of Contributions and the Complementary Report on the Development of the Schedule of Contributions and Special Consultations with Companies and Organizations, adopted by ÉEQ's Board of Directors on January 22, 2010, were submitted to RECYC-QUÉBEC and adopted by its own Board of Directors on March 5, 2010. The public corporation recommended the 2008 Schedule of Contributions to the Ministère du Développement durable, de l’Environnement et des Parcs for approval, which is expected to be published in the Gazette officielle du Québec in June 2010.

Since 2005, ÉEQ has been able to fulfill its mandate and pay out over $147 million in compensation thanks to the companies and organizations targeted by the Regulation respecting compensation for municipal services provided to recover and reclaim residual materials who meet their annual obligations. Every year, ÉEQ continues to negotiate with industry and municipalities to establish the schedule of contributions that is based on a fair distribution of costs with the ultimate goal of improving the efficiency and effectiveness of the curbside recycling system.

Éco Entreprises Québec welcomes the publication of Quebec's new Residual Materials Management Policy


Montréal, November 16, 2009 – Éco Entreprises Québec (ÉEQ) welcomes the publication of Quebec's Residual Materials Management Policy issued by the Minister of Sustainable Development, Environment and Parks, Line Beauchamp, and plans to study the document very carefully.

ÉEQ believes that strengthening the management of residual materials in Quebec will contribute to meeting the objectives the Minister has set down in the new policy. "Curbside recycling is the simplest and most efficient system for Quebec residents. And, since ÉEQ is a player at the forefront of the process, we are pleased that our work is making a difference," said Maryse Vermette, President and Managing Director of the organization.

ÉEQ is determined to improve the curbside recycling compensation plan, both for the benefit of companies who pay into it and for citizens who make daily efforts to sort and recover their containers, packaging and printed matter. ÉEQ feels strongly that the Policy and its resulting legislative and regulatory amendments, particularly the mechanism that determines reimbursable net costs, must ensure that the costs of curbside recycling are strictly controlled and that the measures holding municipalities accountable are based on the efficiency and effectiveness of their programs as well as on good management and transparency. ÉEQ is convinced that there is much more to do to optimize Quebec's curbside recycling system.

That is why Minister Line Beauchamp can count on the organization's full cooperation to meet recycling goals in the interest of the entire community. ÉEQ maintains the position that the success of curbside recycling depends on shared financial responsibility between companies and municipalities. That partnership has generated good results so far. ÉEQ is open to a renewed partnership that includes municipal financial responsibility.
